Decision Support System
Decision Support System including visual simulations based on GIS after archive vectorization, we implemented a real-vector information-based EIA decision support system (DSS).
This DSS has accurately provided the following benefits to Ministry experts: For example, five stone quarries are currently operating at different capacities along a riverbed. If a new quarry application or capacity increase request from existing quarries comes in for the same area, the DSS automatically calculates the cumulative amount of suspended particulate matter that could be generated, demonstrating whether it exceeds the legal limit according to EU regulations.
Or, a mine located near a settlement (village) wants to use specified explosives at a specified point and amount. DSS calculates the minimum distance required by EU environment laws for the blasting point, performing calculations for stone splash and ground shaking, and displaying potential impacts graphically on a digital map for the Ministry expert.
For industrial facilities, mines, power plants, and major infrastructure projects, residential projects, agricultural activities, livestock activities, all necessary complex scientific calculations have been automated and presented to decision-makers, either through simulation on a map or as mathematical values.

Within a defense ecosystem, tracking the products and readiness levels of companies, the technologies they can develop, their capacity, and accreditations is critical for the country. Auditing and evaluating the real-time status of these firms and ensuring they can benefit from potential support through oversight by field experts is also very important.

We are offering a decision support system that can identify firms capable of producing the country’s needed products/technologies in a specific area – for example, electronic warfare – in the shortest possible time.

Digitalization
A nation wide "Mobilization Resource Management-MRM" system has been developed with extensive stakeholder participation, overseen by the National Security Council.
Within this system, mobilization planning and resource allocation/assignment processes are carried out across the country by area experts of the National Security Council, involving both civilian and military institutions.
Decision Support System
With the MRM Decision Support System (DSS), experts from the National Security Council identify all civilian and military institutions that may not be able to meet their needs during mobilization due to shortcomings (misplanned or lacking resources) based on periodic or real-time MRM data, and generate solutions.
Simulations involving institutions identified within the scenarios determined by the MRM DSS can also be performed.

Over the past 25 years, Metaform has provided solutions to numerous organizations involved in significant and complex processes.

Initially, we favored Java, Python, and open-source technologies in our R&D projects, commercial projects and also our own products.
However, responding to the requests of our clients and vendors, we provided numerous organizations with training, consulting, Proof-of-Concept (POC), and Proof-of-Technology (POT) services regarding ESB, BPM, IDM, Portal, and DB products as an Oracle and IBM partner for a long time.
We successfully served as keynote speakers showcasing Oracle and IBM products at events organized by those companies themselves.

Digitalization
One of the core functions of the Ministry of Environment is the environmental impact assessment process conducted before investments are made. Metaform implemented this environmental impact assessment application in 2012, which involves firms from various activity areas working with environmental consulting firms and completing the process through inter-institutional reports and opinions.
e-ÇED is the first application implemented by the Ministry of Environment where all internal and external stakeholder institutions use e-signatures for all approvals within the Environmental Impact Assessment (EIA) process.
For firms required to obtain a positive Environmental Impact Assessment (EIA) document – a process that can exceed one year – the time has been shortened to just 2.5 months, despite requiring input from 14 ministries within the EIA process.
By bringing the Environmental Impact Assessment (EIA) reports, previously prepared by consulting firms in 15 copies and often consisting of thousands of pages, completely online, the Ministry has also reduced its own carbon footprint.
The EIA processes are prepared and conducted by accredited Environment consulting firms and their qualified personnel. The qualifications and accreditations of these consulting firms and personnel are also automatically managed by the e-ÇED system.


EIA-Mobile
The EIA Mobile application, powered by real-time data, allows you to research EIA (Environmental Impact Assessment) documented facilities near your current location using your mobile phone, along with their details.
In addition to this public service, it also enables Ministry officials conducting inspections in the field to access all information related to the target facility.
Pollution detection with UAV
Pilot studies were conducted to fulfill the Ministry’s request for the use of autonomous Unmanned Aerial Vehicles (UAVs) in the inspection of operating and subject-to-inspection businesses.

Digitalization
The National Science and Techonology Agency-TUBITAK has been successfully utilizing our initial R&D project, a hierarchical project-based accounting application developed with Java and Spring+Hibernate and Oracle DB. It has been actively used since 2005.
In 2024, $350 million in funding for supported R&D projects was distributed and budget and accounting tracking through this application.
The total budget for approximately 5,000 previously supported and ongoing projects in last 5 years currently stands at around $1 billion.
The online applications for these projects are also facilitated through an online submission system established by our firm.
In addition to our work with the National Science & Technology Agency-TUBITAK, Metaform has also provided consultancy and staffing services to TUBITAK involving a hybrid implementation of IBM BPM and Java. We possess extensive experience in supporting the application, evaluation, and detailed accounting processes for R&D projects valued at billions of dollars and involving thousands of individual executors.
Metaform also act as a subcontractor to share the R&D load conducted by the National Science &Technology Agency’s institutes, implementing the necessary output products (developing special purpose Linux distributions for clients and centralized management application for client devices.) for Research Instutions client organizations.

we have provided comprehensive solutions to 15 leading Turkish universities regarding research project management processes, encompassing both internal and external funding.
Research Projects Life cycle covers all steps starting from project applications, evaluation commission/referee processes, managing back office procedures from procurement to projects budgeting, following up on fixed assets provided by project funds.
Meticulously tracking academic project outputs, generating annual academic activity reports, and providing management dashboards for monitoring also internal auditing.
Metaform has developed and implemented 11 separate university applications, in addition to managing research project lifecycles, providing its clients with a comprehensive suite of solutions.
Metaform's university apps, which operates in a SOA manner with open-source and IBM middleware products Websphere Portal, IDM, ESB, BPM), has been promoted to universitiesby IBM under the Smart Campus label.

Metaform has implemented a centralized hierarchical accounting application
encompassing all operations for nearly 1,200 state hospitals.
Detailed online accounting is tracked in real-time at the province, district, hospital, and department levels, with all micro and macro reporting.
The Oracle Forms and Reports technologies existing within the institution have been replaced with Java, Spring+Hibernate, and Oracle DB.

Decision Support System
A Mobile Executive Dashboard (MED) for graphic-screen mobile phones was prepared to enable ministry executives to view real-time financial figures (in 2026 was $5 billion) at the country, province, district, or hospital level and use it in their meetings with key stakeholder institutions. It was replaced with Oracle BI in 2010 while replacing legacy applications for departments providing data to MED.
Expert System
A Education Assessment and Planning system has been developed for the Ministry to plan internal training for over 1 million healthcare personnel based on data mining. For example, it plans what missing training a nurse about to undergo cataract surgery needs to complete and automatically adds that training to the nurse's remote education account..
